Simple. It is such a stark contrast to transportation education in the U.S. where each mode is treated separately. It makes sense to have students thrown, at an early age, into a mix of roles and circumstances. The result: increased confidence, control and respect.

The Dutch safety records are proof.

    I remember going to Safety School the summer before 1st grade. It was a lot of fun, but one of the teachers scared the crap out of me one day. Every city should have a program like this. Just no scary teachers.

    However, the scary teacher likely assists your retention of the experience.

    Repetition/practice is probably a far better method of retention. What PhatBatt probably remembers most is the scary social interaction rather than how to stay safe walking or biking.
